Maybe you stayed in Coba, maybe you went home and came back, or maybe this is your first time here, but everyone is suddenly greeted to a friendly, female voice over an intercom (or maybe it's a some other device? Depending on where you're from)
"Welcome citizens. We hope you're enjoying your visit! Transport will leave in twenty minutes for the Coba city-wide tour!"
If you follow the voice, you'll find yourself at a bus stop. Or is it a fancy monorail? A carriage? A couple of horses? Coba is flexible and will change herself to suit you, after all. And if you get left behind, don't worry! There's free cabs anywhere in the city, who also will be more than happy to give you their own version of the tour.
The Coba city-wide tour boasts an hour of informative information regarding Coba's most important locations, some extra brochures (with some extra savings in there, of course), and will finally return you to the place you left from.
Of course, maybe the tour isn't for you. After all, the party is still going on, and now Coba's businesses are really beginning to open and advertise what they have to offer. Have you checked out the free hotel room? Or maybe you're grabbing a free meal? Or maybe, just maybe - you're looking into an apartment!
Either way, Coba hopes you've been enjoying yourselves. She has so much to offer you.

Second order of business: This may not be Fuck Or Die Island, but it ain't Inaba either. Sure, it looks like the shopping district (kind of, sometimes), but. That loud asshole that's always by the shrine calling him a degenerate punk isn't there, and neither is his ma.
So, he knows where it's not, and when the tour gets announced he decides he might as well see where it is. There's a bus stop right where he expects it to be, across the street from a gas station (also right where he expects it to be, if Izanami-less at the moment).
After the tour, he figures he might as well grab some food, before drifting back in the direction of the textile shop. It might not be exactly home, but it'll work for now.

Running over to him, she throws her arms around him and hugs him tight, whispering in his ear. "Atia?"

Is it particularly crowded with all these new arrivals, or is there just hardly anywhere to sit? Either way, he finds himself standing in front of a table with two seats, one already occupied by a young man.
"Excuse me, may I sit down here?"

"I don't get it... this place is almost exactly like Inaba's shopping district." In fact, the only reason why she was pretty sure it wasn't was because a couple of kids had run by her before and didn't really react to the whole 'television superhero is on the street' thing. And considering that kids recognized her all the time even outside of the costume, well... that was a pretty big tell if there ever was one.
She does turn around just in time to see Kanji approaching, and she freezes, because, well... she doesn't know if he actually recognizes her or not. Then again, even if he did recognize her, that wouldn't mean anything. Naoto did say that she and Kanji watched her show, after all.
So she just went ahead and waved at him. "Umm... hi there. I don't supposed you'd know what's going on with this city, would you?"

"Not really? Just that it ain't where I was last but it ain't home either. Keeps changin', too. I think it's... trying to meet everyone halfway or somethin'." Which sounds weird, but after the TV thing and the Fuck Or Die Island thing, it also doesn't, really.
And it's the best explanation he has for why the bus was about twelve other things over the course of the tour.
